One thing is very clear - HUD wants the servicers to be making the decisions on several preservation items on which HUD previously had published specs.  Pool securing, boarding - how and where - lock types, etc. are now to be determined by the servicer and/or preservation company. 

HUD constantly reminds servicers that the guidelines to be followed are up to state and/or local specifications.  Contractors need to be familiar with a wide range of specs as these can vary from municipality to municipality.  The other challenge that the new ML presents contractors is the fact that HUD can deny all or part of your work based on their lack of knowledge of a specific city code or their interpretation of a code.

The documentation required for claimability and reimbursement going forward will have to include copies of city ordinances and compliance codes.  NAMFS leadership has spoken about compiling the various codes from around the country that impact our industry.  Look for further developments along these lines.
